Customer Options for Paying Utility Bills
Online Payment via WaterSmart
The WaterSmart customer payment portal will provide a user-friendly way to view and pay your bills online. You will be able to schedule payments, set it and forget it with AutoPay, enroll in paperless billing, and more. It's simple, safe, and secure!
With our new payment portal, you will be able to:
- Pay your bills online anytime 24/7
- Set it and forget it with AutoPay – save time and avoid late or missed payments
- Pay by Text if you're on the go and receive text notifications about your bill
- Pay by Phone using our 24/7 automated phone system
Customers have the option to pay via credit card, eCheck or automatic bank draft through the WaterSmart platform. Customers that are paying with a credit card may set up AutoPay or make one-time payments.
Paperless Billing:
If you were previously enrolled in paperless billing and wish to continue receiving your utility bill electronically, you will need to re-enroll through WaterSmart.
Payment Fees:
- A 2.95% processing fee will apply to all credit & debit card payments (the credit card processing fee will appear as a separate charge from your water bill on your statement).
- A $1 fee will apply to all eCheck and automatic bank draft payments.
The online Customer Water Use Portal also helps residents monitor water consumption while at home or away, avoid costly leaks, and contribute to the City's water-saving goals.
Pay by Text Option:
Customers can register for Pay by Text through the customer portal. From the portal, click on "My Profile" and then select the "Pay by Text" option and follow the prompts to complete registration.

Transition to Fee-Based Credit Card Processing
The City is transitioning from a free credit card processing model to a fee-based model to better align with financial sustainability goals. Previously, the City absorbed all costs associated with credit card transactions. As these costs have grown due to increased usage, they have begun to strain resources that could otherwise fund essential services.
Under the new model, a convenience fee will be charged directly to customers who choose to pay by credit card. This approach ensures that those benefiting from the convenience of credit card payments cover the associated processing costs, rather than spreading these costs across all taxpayers.
Customers should use the City remittance stub and envelope when paying by mail. Remittance envelopes are provided with the monthly bill and are pre-printed with the address for the City's lockbox payment processor. If the remittance stub is not used and no reference information is provided on the check, there may be a delay in posting the payment to the proper account.
Telephone
Customers may call the billing office at the numbers listed below and pay via credit card. Currently, this may only be done during normal business hours.
You may also make a payment by phone or check your account balance 24/7 with our automated phone service. Call 214-646-9008.
In-Person / Drop off
Of course, customers are welcome to stop by City Hall and pay at the billing office. Drop-off payments may be deposited in the red fire hydrant located at the front 24-hour entrance of City Hall.

Sewer Rate Calculation
University Park residents are encouraged to be mindful of water usage from November 1 through February 15, as this period directly impacts your sewer rate for the following year. Sewer rates are calculated based on average water consumption during these winter months, helping to ensure that charges reflect typical household water use rather than seasonal irrigation or other warm-weather activities.
To help maintain a lower rate throughout the year, consider checking all water sources, such as faucets, toilets, and irrigation systems, for leaks or inefficiencies and making necessary repairs. By reducing water use and addressing any leaks during this period, you can positively impact your sewer rate and contribute to responsible water conservation efforts.
