About Councilmember Philbin

Councilmember Philbin has been a proud and active citizen of the City of University Park since 1997. He received his engineering degree from Trinity University in San Antonio and his law degree from Baylor University School of Law. After a judicial clerkship with Hon. Reynaldo G. Garza, United States Court of Appeals for the Fifth Circuit, Mr. Philbin began his legal career in Dallas focusing on trying complex technology cases across the country. Prior to his election, Mr. Philbin served the City in a myriad of roles, including Planning and Zoning Commission, ZOAC, and chair of the Legislative Committee. His other civic involvement includes leadership and board roles with the Salesmanship Club of Dallas. Phillip and his wife Holly have raised three sons in University Park, all three attending Hyer, MIS, MPMS, and HPHS and all three are Troop 82 Eagle Scouts.
